Paying Fine - Know Citizen Rights

Traffic officer of 'above the rank of Head Constable' duly authorized in this regard to collect fine amounting more than Rs. 100 in Delhi.
However, Important to note that:- No Head Constable can prosecute anybody for any offence for more than Rs. 100 Per Offence. For paying fine of more than Rs. 100 - ASI (Assistant Sub Inspector) or higher up officials (SI, Inspector or higher up) are only designated to collect fine per offence. Constable are not allowed to prosecute, while Head Constable can not prosecute for any offence above Rs. 100.
If you dont intend to pay fine - on the spot you can ask the Traffic Official to issue Challan by submission of Original Driving License, and case will go to Court. Note - Traffic Police will give you acknowledgement of collecting Original Driving License.
Wondering how to find - if Police Official is ASI or Constable. Well - for an ASI or above - has stars in Uniform. ASI has 1 Star, SI has 2 Star and so on. You may look for Stars on the Uniform.

Traffic Fines and Penalties in Delhi - in 2015 - 2016

Driving on One Way, Defective Number PlateRs. 100
Driving without Seat BeltRs. 100 for 1st time and Rs 300 for Subsequent Fine
Obstructive or Improper Parking causing InconvenienceRs. 100

Odd-Even Number (to be imposed from 1st January 2016 - where Odd registration number cars would be allowed on Odd Dates and Even Number Cars on Even Dates. Driving without High Security Number Plate (for New Cars in Delhi) Also - as its as per Supreme Court Order, so any Newly delivered vehicle found without HSRP is contempt of Supreme Court Order and is also liable to be prosecuted, if found without HSRP Plate.Rs. 2000
Driving with a Car having Fancy Number Plate (with Stickers etc)Rs. 2000
Vehicle without Registration (Unregistered Cars or New Cars without RTO Receipt) Additionally, Vehicle is also liable to be detained / impounded by Traffic Police.Rs. 2000
Drunken Driving - Additionally, Vehicle is also liable to be detained / impounded by Traffic Police. Magistrate may impose fine upto Rs 2000 & jail upto 6 months for first offence and Repeat Offense will be Rs. 3000 Fine + upto 2 yrs Imprisonment. Offence is applicable for any person under the influence of alcohol or drugs, driving found to have an BAC - Blood alcohol Content level exceeding 30 mg per 100 ml of blood detected by a breath analyzerCourt Challan
Generally one bottle of beer / 30ml Whisky / Rum will keep the person below the permissible limit of 30 units - Subject to vary basis the breath analyzer test and is considered an offence for BAC content > 30 mg
